背景

2023年4月24日，Facebook用戶「Sam Ho」在多個群組發佈同一則帖文，宣稱︰

「突發新聞：白宮發言人約翰柯比表示, 由於烏克蘭是一個自由、獨立和完全主權國家, 美國不會允許澤倫斯基總統接受中國代表團本週在莫斯科提出的任何和平計劃。

嘩！『自由、獨立、完全主權…』『美國不會允許…』美國人講嘢咁深奧嘅！？」

並貼出一則Twitter帖文截圖，帖文以英語寫成，內容與上述第一段相同。「Sam Ho」分別在以下6個Facebook群組發佈帖文︰

  • 香港同心總會
  • 支持香港保安局局長「鄧炳強」
  • 沉默之聲公開群組
  • Youth Chat 優青
  • 我撐李家超特首
  • 🇨🇳愛國者共建香港各區(公開群)

6則帖文共有44個表情反應、10個留言及12次分享。[1-6]

查證

Twitter帖文引述言論並無出處

搜尋圖中文字，可找到Twitter用戶「Garland Nixon」於2023年3月20日的帖文，內容與截圖相同，以「突發新聞」（BREAKING NEWS）起首。Twitter顯示此帖文有超過4,800次分享、12,700次「喜歡」及逾100萬次瀏覽。[7]

歷臣（Garland Nixon）的帳戶簡介指他是「電台清談節目主持及政治分析員」（Radio Talkshow Host & Political Analyst）[8]，在Google搜尋其名字可發現他在俄羅斯國營媒體《衛星通訊社》（Sputnik）國際版網頁的頁面，列出他擔任主持的各集節目。[9]

翻查資料，約翰·卻比（John Kirby，又譯作「柯比」）為美國國家安全委員會戰略溝通協調員（National Security Council Coordinator for Strategic Communications），並在相關事務上擔任發言人。[10]

在Google搜尋歷臣Twitter帖文的關鍵詞，特別是其中指「烏克蘭為自由、獨立及完全擁有主權的國家」和「美國不會容許澤連斯基總統接受任何和平計劃」兩句，並把結果限制在2023年3月21日前，並未找到有關言論出處。[11]

歷臣帖文並非可信來源

歷臣的帳戶簡介中註明為「諷刺內容供應者」（PURVEYOR OF SATIRE），其「釘選的帖文」（Pinned Tweet，即顯示在其帳戶頁面最頂端的帖文）為一段2023年2月25日發佈的影片。歷臣發佈上述涉及卻比的帖文時（3月20日），其帳戶頁面已有相關註明及釘選帖文。[12]

該段釘選影片跟歷臣早前另一則廣為流傳的Twitter帖文有關，內容宣稱拜登表示有「毀滅台灣」的計劃，惟歷臣在影片中表示這是他一向的諷刺手法。在影片初段，他宣稱認識他的人都知道他常寫這類諷刺的「突發新聞」，他的Twitter時間線上有很多這類帖文，通常形式是以「突發新聞」（BREAKING NEWS）起首再加上任何內容。[13]影片中他又提到「我猜你可以說我在散播失實訊息，這是則諷刺帖文」。[14]

多個獲國際事實查核網絡（IFCN）認證的事實查核機構——包括台灣事實查核中心、MyGoPen、浸大事實查核、《法新社》（AFP）及Snopes.com——均指出歷臣以「突發新聞」起首的Twitter帖文並非可靠消息來源。[15-20]

美國當時反對停火協議的原因

2023年3月20日至3月23日期間，俄羅斯總統普京（Vladimir Putin）與中國國家主席習近平在莫斯科進行國事訪問。[21,22]

歷臣在談及卻比言論的Twitter帖文下貼出一段卻比受訪的影片，宣稱在兩人會面之前，卻比表示任何在烏克蘭停火的呼籲均不能接受。[23]

在該段影片中，卻比解釋不接受的原因為有關停火呼籲只會批准俄國現時的入侵，給予普京時間計劃重新攻擊，他又希望習近平會致電澤連斯基（Volodymyr Zelenskyy），因為美方認為中國需要了解烏克蘭的觀點。[24]

惟歷臣及他轉發的帖文均略去卻比的解釋，影片中卻比亦沒有提及歷臣在「突發新聞」帖文中引述的言論。

根據《美聯社》於3月18日的報導，中國在2月已經呼嘯俄烏停火及展開和平談判。至中俄雙方會面前，美國表示反對中國在會面時提出作為「批准俄羅斯征服」的停火建議。報導又提到卻比鼓勵習近平接觸烏克蘭總統澤連斯基以了解該國對戰爭的看法，並避免「單方面」的建議。該報導引述卻比表示當時的任何停火協議實際上等同批准俄羅斯入侵並容許俄軍繼續佔領烏克蘭領土。[25]

此外，3月20日，卻比出席白宮新聞發佈會時提到︰[26]

「我們希望習主席會向普京總統施壓，以停止轟炸烏克蘭城市、醫院及學校，終止戰爭罪行及暴行，並撤走所有軍隊。

但我們擔心中國重申呼籲的停火協議將容許俄軍留在烏克蘭領土，任何停火協議如不處理俄軍從烏克蘭撤走的問題，實際上批准俄羅斯的非法征服，容許該國鞏固陣地，然後在對他們更有利的時候重啟戰爭。」

以上三段發言中，卻比的立場均認為停火協議不能容許俄軍繼續留在烏克蘭領土。

結論

2023年4月24日，Facebook用戶「Sam Ho」在多個群組發佈同一則帖文，引述歷臣以「突發新聞」起首的帖文，當中提及卻比宣稱「美國不會允許澤倫斯基總統接受中國代表團本週在莫斯科提出的任何和平計劃」。

然而歷臣以「突發新聞」起首的帖文為虛構內容，並不可信，卻比亦沒有發表帖文引述的言論，帖文屬錯誤訊息。

歷臣亦貼出一段影片宣稱卻比表示任何在烏克蘭停火的呼籲均不能接受，惟未有提及卻比在影片中的解釋，缺乏完整脈絡。
